 does any one from any university (public/private) has done/currently working on proposed parjatan resort in kuakata ?

 You may call Mushfiq of thesis batch in UAP. He should know about some projects in Kuakata. And few years ago one of our seniors did the proposed Parjatan Resort in Kuakata, if you take a visit to UAP library you may get the data.
