Hmm, you are taking it to more serious urban issues. Charles Correa wrote some articles in his ‘New Landscape’ book around these issues. Our Zia sir is now teaching us those points in ‘Human Settlement’ course.

However, the intention of living of ‘floating people’ in a city varies among thousands of issues. Some people just come for short time to have there different types of business. Some come to finish there works within a week or a month. Some people come in this intention that, if they get better job opportunity.. they’ll settle down in the city.

So, a city should have the capacity to provide jobs. See in the news review of archsociety there’s a news about a lecture by Charles Correa. He says, creating high density area doesn’t mean making a junk of high rises. Low rise development with subtle open spaces and courtyard type development can achieve a certain density in a city. This type of development gives many other opportunities other than just the housing. Such as, low rise development generates some job opportunity for the unskilled labors who came to the big city to find some daily basis works. Low rise development doesn’t require skilled labors.

The street hawkers (suppose our Farm Gate hawkers) generally live with their belongings on the streets. When police kick them off from the footpath they either switch their job or leave the city temporarily. Our footpaths may become wider with a significant space for the temporary street hawkers to have their business. General people often love to buy things from those hawkers. If we declare them as legal with their significant (but temporary) spaces they’ll take care of the space, footpath and street themselves as their neighborhood property. The security and urban facility may be increased. As they live their over night as the guard of their belongings and they have their business also.

There are several more issues… let me scratch my head more...
